Why Desmond never explains himself

A very polite man in a very green suit, in places he should not be.

Desmond Fairweather arrived in the House on October 26. Porcelain skin, jet-black hair, a short neck and a brown and olive-green suit.

He shows up where he should not be: a garage, a dance floor, the Don's office. He never explains why. He keeps a straight face and speaks softly, in a Northern Irish voice.

That is the whole joke, and that is why it works.
